On March 6, Yu Li, a deputy to the National People's Congress, told reporters that during the two sessions, her proposal was to further accelerate the construction of the quality of domestic staff, and proposed to open domestic service-related majors in universities and vocational colleges.

 

Yu Li believes that factors such as low occupational willingness and large turnover restrict the growth of the team of domestic staff; Low industry threshold, lack of professionals, lack of market awareness, uneven quality, etc., resulting in a certain degree of supply-demand dislocation.

 

Yu Li suggested promoting home economics majors into the campus. Through the cooperation between ordinary high schools and vocational high schools, resources will be shared, some ordinary undergraduate universities will be promoted to become application-oriented, and vocational graduates in nursing, rehabilitation, home economics, childcare and other related majors will be supported to improve their qualifications. In order to ensure the sustainable development of the domestic service industry, we should set up domestic service related majors at the undergraduate level in universities and vocational colleges. Based on the professional and standardized level, on the basis of improving the skills of domestic service personnel, we should provide scientific and systematic guidance, coordinate and strengthen the training of domestic service management and supervise human resources. To provide broader educational opportunities and career development space for service industry practitioners.

 

In addition, cultivate the integration of production and education of domestic enterprises. Colleges and universities carry out in-depth cooperation with industrial enterprises in all aspects of talent training, jointly build and share internship and training bases, jointly carry out teacher training, allow qualified employees of enterprises to receive higher vocational education by means of alternate work and learning, list domestic service as a priority area of school-enterprise cooperation in the integration of production and education, build a batch of school-enterprise cooperation demonstration projects, and cultivate a good production-education integration of domestic service enterprises. We will effectively strengthen the deep integration of industry and education.

 

Yu also suggested that in-depth and continuous on-the-job training be carried out. Relying on vocational skills training bases such as production and education integration training bases, public training bases, and enterprise training bases, we provide basic skills training for the newly entered labor force in the domestic service industry, conduct skills upgrading training for domestic staff who are "recycled", and promote the institutionalization, standardization and normalization of regular on-the-job training for domestic staff. Improve the coverage level and quality of on-the-job education and training for employees of domestic service enterprises, build a high-quality, professional and sufficient team of domestic service personnel, so that more families in need can recruit and retain people, so that the people's sense of gain, happiness and security is more substantial, more secure and more sustainable.

With the gradual improvement of people's living standards, the deepening of the aging degree, and the relaxation of the birth policy, domestic service has increasingly become a consumer demand that people cannot live without in their daily lives, and the market scale has reached trillion. Zheng Yongfei found in the survey that the current domestic service demand market is strong, but the supply market gap is large, there are many factors restricted. "First of all, the domestic service standard system is not sound, it is difficult to meet the development needs of the domestic industry, especially some small domestic enterprises fail to strictly implement the relevant standards." Secondly, the supply of high-quality domestic services is insufficient. For example, domestic staff generally have low cultural quality, older age, lower professional level and lower professional self-identity. Domestic enterprises are small in scale, weak in anti-risk ability and lack of "leader" enterprises; The training mode of domestic service related professionals is backward. Third, the development environment of the domestic industry needs to be optimized, and there are shortcomings in the political environment, public opinion environment and cultural environment, which need to be improved urgently."

 

In this regard, Zheng Yongfei suggested: (1) Increase policy support for the domestic service industry, strengthen the standardization of domestic service construction and vocational skills training of domestic service. "Strengthen service model innovation, constantly integrate new formats, new ways, and new content, and actively develop emerging domestic services such as housekeeping, financial experts, psychological escorts, and health management." Support the participation of social forces in the construction, operation and maintenance of domestic service projects."

 

(2) Upgrade the domestic service standard system, improve and optimize the standard system, make up for the shortcomings in the subdivision field, meet the diversified and multi-level domestic service service needs, and promote the quality and expansion of the domestic service industry. Optimize the supply structure of domestic service standards, support all localities to formulate local standards for domestic service according to local conditions, and cultivate a number of "leaders" in the standards of domestic service enterprises. To create a domestic service standardization benchmark, strengthen the establishment of pilot demonstration of domestic service standardization, and promote typical experience in domestic service.

 

(3) Create a new ecology for the development of domestic service industry. "Through strengthening public opinion publicity and education, fully understand the important social benefits of domestic service industry, and form a good social atmosphere conducive to the development of domestic service industry." Enhance the professional identity and sense of achievement of domestic staff, enhance the whole society's awareness of respect for domestic staff and the correct understanding of the domestic service industry.
