Improving the quality of domestic service is an urgent task to promote the high-quality development of the domestic service industry, and an important measure to stabilize employment, promote consumption, and benefit the people.

Recently, the National Development and Reform Commission, together with the Ministry of Commerce and other departments, issued the "Key Points for Promoting the Quality and Expansion of Domestic Service Industry in 2024", which will focus on improving the quality of domestic service and implement the "Ten actions" to improve the quality of domestic service.

1. the construction of "female domestic" service brand action. Implement the "five ones" project. The establishment of women's domestic service group standards and unified identifiers, the establishment of information release columns, the holding of women's domestic service vocational skills competition, the development of women's domestic service series of publicity activities.

2. the construction of "Gong Yi domestic" service brand action. Pilot projects for trade union domestic employment skills training, academic education, labor service brands, and employment bases have been launched, and 100 domestic service units have been selected and subsidized.

3. deepen domestic "leader" demonstration action. Promote the "leader" key cities to determine the employee system of domestic management contact enterprises, carry out the "leader" enterprise assessment and dynamic adjustment, select and publish typical cases.

4. carry out a special action on the integration of domestic production and education. Support the construction of a number of training bases for the integration of production and education in the field of domestic economics, encourage more colleges and vocational colleges to set up domestic economics related majors, and strengthen the training of high-quality and professional domestic service talents.

5. Carry out actions to improve the professionalism of domestic staff. Optimize the integration of employment services and vocational skills training, improve the pertinency and practicability of vocational skills training, and organize and carry out vocational skills competitions in fields related to home economics.

6. Continue to promote the standardization of elderly care and domestic services. Improve the standard system of domestic service, build 40 standardization pilot demonstration projects, and strengthen the implementation and application of domestic service standards.

7. deepen the domestic credit system construction action. Improve the information files and credit records of domestic enterprises and service personnel, promote "domestic credit check", and continue to share and publicize credit information of domestic enterprises.

8. Deepening the docking of domestic labor services. Increase domestic service brand publicity, strengthen the output of organized domestic service, carry out "life service recruitment season" activities, strengthen cross-provincial and cross-regional service docking, and improve the quality of domestic service docking.

9. deepen the "domestic development of agriculture" action. We will connect supply and demand, strengthen brand development, increase assistance, improve support policies, and provide stable employment opportunities for rural labor and people who have relocated to other places.

10. home economics into the community typical experience promotion action. Promote the construction of embedded service facilities in urban communities, lay out domestic service outlets, and encourage domestic service "leader" enterprises to give priority to participating in operation and management. Select and publish a group of typical experience practices of domestic service into the community.

In the next step, the National Development and Reform Commission, together with the Ministry of Commerce and other relevant departments, will give full play to the role of the inter-ministerial joint meeting on promoting the quality and expansion of the domestic service industry, continue to do a good job in the implementation of the work, and take the "ten actions" as the starting point to improve the quality of domestic service, expand the supply of high-quality domestic service, and better meet the needs of the people for a better life.
